Bihar issued a residence certificate to Dog Babu, child of Kutta Babu

In Masaurhi, a residence certificate was issued in the name of Dog Babu. Father: Kutta Babu. Mother: Kutiya Babu. It carried a digital signature.
Officials have called it tampering, and they ordered an investigation.

The facts
- On 28 July 2025, it was reported that a residence certificate in the name of "Dog Babu" had been issued through a Bihar public services portal in Masaurhi, Patna district.
- It listed the father as Kutta Babu and the mother as Kutiya Babu, and it was digitally signed in a revenue officer's name.
- The Circle Officer called it serious tampering and ordered an investigation. Officials also found the certificate number was tied to another person's uploaded documents.
